Its still there. In my last 3 games I've had another civ start 5 tiles away from me. Any mods to fix it?

P.s. when are the developers ever going to address this problem?

I've had an enemy city 5 tiles away from my capital in a couple of my recent test games, as well.

They weren't the enemy's capital, though. I think what is happening is that your starting Settlers begin a min of 8 tiles away, but on higher levels where the AI gets extra Settlers, it settles on T1, gets a new Settler. That Settler moves 3 tiles away from their capital and then settles, and that second city can be 5 tiles away from your city (or even closer, but 5 is the minimum distance I've noted so far).

Also, because you are not required to settle in place, if you move to a better tile for your starting city, you could inadvertently close the gap on a nearby civ you haven't yet met.
