Rail connection problems

Playing as the Carthaginians, I am slowly beating back the Zulu. However, something bizarre has occurred. As I conquer each new city, I use my workers to build rail lines up to the newly conquered cities in order to ensure a steady flow of new troops to the front lines. Yet for the last two cities I took, I can't seem to get rail lines to actually go into the cities. I have put rail lines into several of the squares directly beside each city, however the rail lines wont connect directly with the cities themselves.

I don't know how else to describe it. It isn't as though I can't build the rail lines, they are right there. They just wont connect into the two cities. The annoying part is that I don't get my 0 movement advantage. Units are still being counted as moving 1 space, despite there being that rail line in the adjacent square.

I’m not aware of there being a building I need in a city in order to attach a rail line to it. Am I missing something here? Is this some kind of glitch?
Any thoughts? :(

The cities I am refering to, are cities that I have captured. They are in my territory, not the enemy's. I captured them several turns ago, and they are no longer rebelling. They are fully within my control (except for the rail thingy).
 
What version of civ are you playing? I think this issue was resolved in a patch.
 
Upgrade to v.1.22. You will have to start a new game though.

So it is a glitch. At least I'm not going crazy. I'll have to live with the problem for now, as I really don't want to loose my current game. Thanks for the replies. :)
 
I just checked the v.1.22 readme.

* Railroads will always appear under captured cities if you have Steam Power.

So yes it is a glitch that only affects captured cities.
 
Fortunately it will solve itself after a few turns in my experience with 1.15 patch. Or maybe you have to restart civ to make it work? Easiest will of course be to get patch 1.22 :)
