Rail Connections

With the possiblility of acquiring Steam Power this turn, we really need to set some kind of agenda for our rail system. Please read through the proposals.

I would like to see Chieftess' map enacted from Kyoto to New Falcon's Nest(through Serenity), my map from New Falcon's Nest to Padmativa, followed by a railroad from Bavaria to Trader's Inn. We should do this while we build Feodor Ardent's New India proposal.

Top priority should be connecting Kyoto to Padmativa.

Donovan's list of priorities should do nicely. I would add as the next element the frontier branches from Fukushima to Larsa and Kagoshima, and also the smaller extension to Leningrado. Things could get very hot in either sector in a big hurry.
