When setting rally point from cities, it does not work. In the original game the units would start moving and then stop at random locations. With the new patch, the units do not move at all out of the cities.
When city is selected, hold shift and press the right mouse button at the location you want the units from that city to go to. This can also be done with multiple cities selected. You will see a yellow ring forming on the spot.
