Ok, it's not extremely well thought out, but how about instead of starting with fixed units, you start with 1 settler (at least 1 in mandatory) and a number of points to spend on other units. For example:

Settler - 3 points
Warrior - 2 points
Scout - 1 point

Based on the difficulty, you get a number of points to spend. On the easiest difficulty it might be 6 points, for example. As you raise the difficulty, the AI gets more points and you get fewer.

Sounds like "advanced start" to me, which is already in Civ IV (don't know about vanilla though). That said, I really hope they will include "advanced start" in Civ V, because epic MP games are so boring in the beginning and drag out too long while you have nothing to do, without it.

yeah, I guess it's a little like the advanced start system, except it's only used to choose your starting units for turn 1. I think it would be cool for every civ to choose it's own starting units rather than having them dictated to him. Of course, I assumed, but didn't write, that you should be able to view your starting location, with the 1 mandatory settler on the map, and then choose your other starting units by spending whatever number of points you have before gameplay actually begins.
