1. "Olympics" It'd first have to be a wonder of the world, and once someone built it other civilizations could build civ3 "small wonders" called "Olympic Team". Anyway, every 4 years there'd be a mock Olympics that would simply pop up a screen saying soandso country has won this medal in this event. The amount of medals would be based on population, life expectancy, things like that, as well as luck. And perhaps for each medal won that'd make one unhappy citizen content for a turn.
2. Terrorism. Seems like it's a big issue now, might as well throw it in the game. I'm assuming this has been suggested somewhere else on this board, but I'm not about to go looking for it. What I am envisioning is modern era barbarians basically. Of course, they aren't in a goody hut anymore, they're hidden in mountains or perhaps friendly/neutral/enemy cities. They are mostly offensive, and I see them as a balancing factor. One nation pops out way ahead of the rest, terrorists strike. Perhaps the terrorists will come from a country or area that has previously been a victim of the thriving country years ago, and they will dwell in that area. Of course, once you get hit by a terrorist attack something bad happens and you get some intelligence on it, like the ethnic group the terrorists probably belonged to so that you could go into that area and blow things up.
3. Espionage needs to be cheaper. Not so much that the planting of nuclear devices or whatever really crazy things you can do in Civ3(I rarely use it except to steal enemy plans or investigate cities), but for information collecting. Investigating a city should never cost that much money, you already got a spy there, it's not like they have to do much. Also, there should be an intelligence file that keeps all the information obtained about a civ and when it was obtained.
4. Allow walls to be built outside of cities by engineers. Great Wall of China, and that 70 mile wall that seperated(s?) Scotland from England come to mind. Allow military units to be stationed at these walls, which leads me to 5...
5. Fortified units out of cities should have to pick a direction to fortify, and other units should have the ability to sneak up behind them to get the first strike, or perhaps some units would have a 'Sneaky' flag so that they could immediatly kill a unit if they got behind them.
I suppose that's it for now, and I'm tired, have fun.
