Rank the Best Civ Traits

I'm creating a industrial age start scenario to simulate the 20th century. However, it is not a historical scenario and therefore I want to include the civilizations with the best civ traits. NOTE: UUs will NOT be included in this scenario, so I would appreciate rankings based on civ traits only! Basically, I am asking, based on civ traits, which civ would you prefer to play as in an industrial age scenario. Listed below are my top 8.

My rankings:
1-France (Commercial, Industrious)
2-Maya (Industrious, Agricultural)
3-Iroquis (Commercial, Agricultural)
4-Greece (Commercial, Scientific)
5-Carthage (Industrious, Seafaring)
6-England (Commercial, Seafaring)
7-China (Industrious, Militaristic)
8-Rome (Commercial, Militarisitic)
 
Just wondering, this will affect the decisions, will this be an industrial start, or will it have new tech trees breaking the industrial/modern age up? If it is a industrial start get a scientific civ, if not I like your picks.
 
I think I would need more information to about the scenario to make any serious attempt at this. Industrious seems about useless, as you would have all your improvements by now, if I'm guessing right about how this will work. Mil. also seems about useless unless you're planning it so there's going to be plenty of wars. Both Rel. and Sci. would be significantly toned down if there's a lot of their improvements already built and no needed gov. changes or era adavancement. Seafaring might be overpowered if there's a lot of coastal cities and not many of the later docks. Agr would still be pretty good with +1 food in every city, even if most of its buildings are built already. COmmercial probably will be extremely overpowered if you're only planning to include very large nations. I think that's all (no Exp., of course).

Just a little more info...

The scenario is approximately 150 turns long. As I stated there are NO UUs. Each civ will receive all techs up to nationalism. There will be 6 "Imperial Powers" and 1 "Native" country that has almost all luxury resources. The entire map will be revealed to all. All city improvements available by all techs up to nationalism will be in most cities (no industrial age improvements). All Small wonders and Great wonders that are not obsolete will still be available to be built. Lastly, each nation has 8 cities, 5 of which are port cities.

I also plan to start each civ out with 2 empty armies. The point of the game is diplomacy, especially concerning the luxury rich native islands.

If this changes anyones picks, please notify me.

I am also considering let players pick there civ...this might be best since different people value different traits. After reading responses though, my new favorites are England and Carthage.
