.rar files and steam

I just downloaded a .rar mod, how do I load the mod from this? Other mods Ive dealt with in the past have come with installers, but what do I do about this .rar file. I tried searching but no luck. Thanks for any help

Also please note im a newb at this.

EDIT: also i know my title doesnt make any sense, i thought steam wasnt allowing me to the mod folders but then I realized they are in the my games folder.

In my experience Mods don't work with steam downloads. But there should just be a folder called Mods you extract it too.

Other mods have worked, its just not giving me the option to extract the .rar file

I would guess you need something to extract the file, I use ExtractNow to extract rar files.
