Your view of Rate of Fire is probably a bit oversimplified and not as clear as it should be.
ROF is the number of shots that a bombard unit gets to take at one unit in one turn (after the target unit is selected).
ROF relates to the maximum number of hits that a bombard unit could get on one target unit in a single turn.
The current bombard system is not properly implemented and as a result there a numebr of things that function strangely.
A bombard unit with a rate of fire of a billion shots could still only score hits on only one unit in one turn and all the otehr units would remain untouched.
As the bombard units are included in the standard game (i.e. w/o lethal bombard ON), most bombard units would destroy nothing in any given turn.
So, this means ROF can currently only be viewed as "the maximum number of hits that could be scored against one target unit in any given turn subject to lots of other hard coded restrictions."
