Hey,

Do you only get the +1 gold per city that has the state reglions spread to it if you only have the shrine built ? or do you get the +1 gold per city without the shrine and +2 with the shrine ?

You get +1 gold for each city with a religion that you own the shrine of, regardless of whether it's your state religion or not.
