Religion bugged and standard?

First game emperor, standard map, India. I was trying to get a religion after the 3rd religion is gained I can not get one. I look at the religion tab and it shows 3/5 religions. I attempted to get a religion in my next game and the same thing happened.

I also find a minor bug that I couldn't convert (or even have any effect after multiple try) a city state to my religion which gave a quest to convert religion. At the same time I could not even visualize the religion in that city state properly. It is solved after 30 turns automaticaly and converted without me doing anything

Are you looking at the GP points on the great person tab?
GP's are no longer brought with faith but their own points

Yes but I should be able to get the 4th or 5th civ to get a religion with my great prophet points. After the 3rd civ gets their prophet no other prophets can be made. The tooltip shows 3/5 but my policies and everything else resets showing that I can not make a prophet after the 3rd one.

You aren't playing Kongo are you?

The only other (non bug) would be if 5 AIs Got Prophets, but didn't use them to found religions. (maybe they ran the Revelation Policy card and didn't build a Holy Site)

I haven't played yet but in reading the feature thread it says you need a pantheon first. Do you already have a pantheon?

Yes I had a pantheon in both games.
