Religion-founding and Loading

So, the way I understand it is that if two teammates both research the same religion-founding tech, the one who put more research points into it gets the tech. This, however, seems to be interrupted by loading.

Hotseat game earlier today... we were Khazad, Amurites and Hippus in a 3v4. Khazad researched 90% of Way of the Earthmother, got Amurites to help finish it off when it was nearly done anyway, figuring he was sure to get it. Sure enough, got it. Next turn the Khazad player got completely screwed in a horribly stupid and pointless way*, so we loaded the latest autosave, which was the turn before the tech finished. Continue same as last time... except this time Runes of Kilmorph is founded in an Amurite city! Freaking out a little over how complete the screwjob was, we loaded again, figuring it was probably random... but, no, it went to Amurites again.

Since Amurites have way more research per turn, my assumption is that the cause is the game only tracking share of research since last load. I have no idea if this is fixable or worth fixing, and it's probably already known. Just figured I'd make a post about it so other people would be aware... basing your entire early-game strategy around getting Runes of Kilmorph only to have it founded instead in an allied city on the other side of the world is a total kick in the pants.

*Here's what happened: city with three gold resources, each with a mine. City has one melee unit in it, another due to arrive next turn. Barbarian warrior moves onto one of the gold mines, next to the city. City's melee unit has 90.9% combat odds on attack, and will be reinforced the same turn anyway, so risked it... lost. Whatever, got the unlucky 9%. Before having a chance to do anything else, though, the reinforcer moves... into a hill next to the city. Turns out he was being sent to defend one of the three gold mines, and changed route due to the barbarian... so even though he should have been in the city that turn, he kept going on his new auto-route and left the city defenseless. WTH. Oh yeah, and that was the Kilmorph holy city. Most thorough screwjob I've ever seen... order of operations and the route-finder cause the Kilmorph holy city to get razed, so we load, and now Kilmorph gets founded on a different continent. Owned.
