there could be a meter for how much religion is intertwined with the government. 100% means less unhappiness, much harder to put down revolts in foreign cities. 0% means no bonus to happiness, easier to put down revolts. then u could design ur own religion too. for polytheism, u could name a god for every temple. other religions, needless to say, get more complicated. a monotheistic option doesn't become available until u discover monotheism.
