Religious Emergency?

I'm confused. When I trigger a religious emergency, a message appears along the lines of "Montezuma has converted Delhi to Judaism! This new religion must be wiped out!" It then goes on to state that the objective for the members of the emergency is to defend Judaism in Delhi. Should this not be the reverse? From what I can see, the members do indeed win if Delhi is still under Judaism at the end of the emergency. This doesn't make sense to me.

Bad wording they have to remove your religion from the city/
