Remove Districts

same problem here

advancing later on with a great civ, just to found out you built your Campus on a rare Coal resource, is plain stupid.
Historically, people were relocated when a crucial resource was found. With a cost, but possible.

I doubt that's possible without the SDK.
Kongo has to live with pillaged Holy Sites they cannot remove, too. However, any strategic resource that pops up under one of your already built districts will count as improved, so at least it won't deny you any units depending on it.
