Remove walls?

is there a way to remove walls? It seems even with adding a mod that changes civic defense value and outer hit point strength and defense to 0 seems to not work the walls are still full strength and have ranged attack. Tried using combat stacking overhaul as the base and edited the values to 0 but still doesn’t work
