This is almost a critical part of conquest in FfH I think. It is a "great work" so the stopping of unrest is expected. The miniculture bombs are incredibly useful for ensuring you can hold a city after taking it. (+25% defense right off, and 2 tiles of cultural radius to slow them down... results may vary depending upon how long the area has been under enemy control)
 
Hm, should this be reported in the balance thread, or the bugs one? It seems odd that such a cheap unit can be used to instantly end unrest in a city besides all its other uses.

Balance. It may turn out that the code for the "great work" is unavailable for tinkering, but we'll see, I honestly have no idea.

that is very interesting...

i am using thanes\disciples to increase culture, but mostly on my borders
