You should be ale to have units such as resevers and the national gaurd that arnt always there but with a special like city screen button call them into servive and unlike the drafts you would build these then save them and call apon them when they are needed.

I agree. This would be a nice addition though I think it needs a few details worked out. For instance, do you pay upkeep on them and if so how much. How do blance the fact that they are equiped the same as regular troops but not always as well trained. Can the population tied up in them produce as much or create war weariness? Those are just a few I came up with off the top of my head. Honestly I don't know how I myself would answer them.

I dont get it. why shouldnt national guard units cause war weariness?

Id say that any unit fighting a defensive war (in the strict sense of defensive) wont cause war weariness. Equally, any unit that isnt in such a situation would cause war weariness.

To account for them not bing as well trained as regular soldiers they should just count as conscripts. To counter war weariness. Prehaps the first one in each city does cot count towards the total. Its not much but it all adds up.

has anyone played empire earth well in that game the germans have this ability were the citizens become partisans so it is something like that also mybe instead of people coitizens in a city they could be workers so when they are needed to defend the homeland the workers pick up their arms and become regular units.

How about keep the 'Draft' button, but represent reserves as a budget item on your main civ window? For each 1 gold per turn, any draft that turn has a chance to make a citizen soldier who is at least 'regular'. Maybe 40% Conscript, 50% Regular, 10% Veteran on each 'draft' (or equivlants in CIV4).

My opinion that you should be able to build National Guard units stands. Simply allowing the chance of the creation of a National Guard seems unrealistic and too far outside the player's control for the purposes of this game.
