resource bonus mechanic

Most resources show, besides +1 happy or health, a plus to commerce, hammers, or food. For example when you mouse over the icon for gold in the city window it says it has plus 1 happy and plus 2 :commerce:.

How does this mechanic work... Does this really mean that every city should be getting a boost to commerce if the nation has access to gold? That would be pretty cool, but doesn't seem to be happening. On the other hand I can't figure out what else it could mean.

It means the tile the resource is on provides that big a bonus compared to what it would provide if the right improvement weren't built.

Oh, you're right, it's probably just that. It's strange that it appears in the city window for every city hooked up to the trade network; it gave me the impression that it was supposed to be giving some empire-wide benefit.

I always wondered about this going back to the beginning of vanilla civ4.... the correct answer seems like a stupid one - why would you need extra information about tile yields once you'd already captured the resource?
 
I'm pretty sure, though I haven't played vanilla in a while, that it did give that bonus yield to every city.
EDIT: Just checked and I remembered wrong, it didn't provide the bonus.
