I have gunpowder researched but all the saltpeter seems to be in other civs' territory. They have built roads to it but the saltpeter resource does not appear on their trade screen. I could sell the tech but then they would see the saltpeter and would not have any extra. The only things I can do are to declare war to take the resource, or wait until I don't need it. Does that sound right?
 
Pretty much. They can't see the Saltpeter until they have Gunpowder, and trying to get it from them in a trade will be like pulling teeth even if they do have extra. But I wouldn't go to war for it, in most cases Saltpeter is a resource you can do without.
 
If the saltpeter is near your border with them I wold suggest that you go to war and take it. Take it as soon as possible then you can upgrade you knights to calvalry. If they dont have gunpowder yet your calvarly will be rolling over pikeman with ease and the war should go quickly.
 
I have the same problem with coal. Does the spread or amount of resources change with the difficulty you play on. I swear iv gone up a difficulty level to Regent or sometin and there is no coal. I cleared the map and there is perhaps 3 all in other civs territory. Coal is vital th0. To conduct a decent attack you need new troops on the front lines ASAP. Without railroads thats impossible. Grrrrrrrr.
