resource sharing & scenarios for LAN/internet games

i was playing a epic game on the LAN the other day with my bro. we were playing as a team vs 2 AI on a continents map, we were on 1 continent and the AI on the other.

when we started rolling into the Industrial Age, i noticed some strange things. certain resources were no longer shared. when coal showed up, he had 2 pits in his territory, but i had none and could not build railroads. when oil showed up, he had none and i had 2 wells on the mainland and 1 at sea. he could not build aircraft or upgraded ships, but i could. and finally, uranium... he had 2 pits, and i had none. i could not build nukes late game.

so my question is, i assumed we shared all these resources automatically... was there any certain setting i missed? is there a civic setting we need, or some kind or arrangement made in game? i had a look at the foreign policy screen, and generally everywhere i could think of for some sort of trade deals.

i noticed if you start as separate teams in multiplayer, you cannot make any sort of deal via diplomacy with another live player... uggh. certainly a weakness in the multiplayer department but forgivable.

i also should ask, what is the deal with multiplayer scenarios? i tried to load 2 player American Revolution over the LAN, and we got the map but the regular epic rules... and a turn cap of 100. what do i have to do to get the scenarios to work over the LAN?
