a) Is there an article out there on the appearance rates of resources for climate, terrain and map type?

b) Are Stone and Marble incredibly rare, or have I been excessively unlucky with my maps?

c) Is there a mod that changes how resources work to make them less homogenous? It seems like gold, which was/is the primary driving force for the entire colonization of the Western Hemisphere, historically, is really no more or less exciting than other luxuries like incense or dye in Civ 4.
 
for 1 and 2: check out the articles in War Academy. There's some great resource guides in there. I'm not a big mod fan, so sorry cant help you there.
 
If you ever find beaver on a desert tile, take a screen-shot.
 
Gold is definitely more exciting than incense or dye. It is found on hills you want to work anyway and gives better bonuses but even more important; you can access it immediately with only mining and/or bronze working as required techs. Makes a huge difference early game.
