Respawns and Marco Polo

Hi guys!
Earlier today, while I was playing the current GOTM the following happened:
With Marco Polo's Embassy I kept an eye on the AI's research. So far, so good. But after I eliminated the first AI civ, I received a message that the romans (as proud possessor of the Great Library) received a handful of (pretty early, as far as I can remember) techs, but the message didn't reveal WHERE the techs came from. I assumed, there was a respawn for the AI I just eliminated, but they did not show up in the intelligence screen (F3). And they did not show in the screen later on, so what happened? Are they in some kind of transition state? Are they out there? Moulder? Scully?:hmm:
As far as I remember from earlier games, the respawns show up in the intelligence screen right away, however I usually have the UN when I eliminate other civs instead of MPE.
 
If you're talking about GOTM 121, respawns are off.

My guess, based on my experience of Civing, is that the GL does not immediately give eligible techs for ''GLing'' when the opportunity arises but rather waits until something happens in the research dept (ex: a civ gets that tech via exchange, research, huts, whatever) regarding that tech. It would give the available techs first thing when it becomes available at first after the GL is built, but if they were already available for the GL to get when the GL was built, the GL would wait for another civ to acquire said tech before performing a ''check'' for possible GL giveaways, thus explaining why it was early techs that were acquired. However, it still ticks me how different this possible system would be from the one applied to Leonardo's Workshop.

However, I'm less sure about that since it happened after a civ was killed. My best guess is that it was regarded as a ''foreign event'' and would trigger the GL giveaway. Or maybe it was regarded as a ''one less civ has X tech'' and then the check is performed, more than 2 civs have X tech, and the giveaway happens. But remember these is only my guesses.
 
All I can say is that such things have happened in my games, too. I think that when a new civ is spawned, it triggers the GL, and if none is respawned it doesn't (or shouldn't). A few times, a civ has re-spawned without appearing on my F3 screen but I don't remember if the GL was triggered then. IIRC you cannot contact it, and it doesn't actually make any moves. You may simply run into a stationary AI settler someday, which you can ignore or attack. In my games, I killed these to get them out of the way, but IIRC that is optional; you can win by conquest even with these still on the map. Magic Gorter and I discussed this in the GOTM rules thread last year.
 
This has happened in my games too. It happens when you kill a rival, even when restarts are off. It must be some kind of programming glitch along the lines Jokemaster speculated.
 
Thanks for your answers. I found a save from the presious turn (before the last city was captured) and replayed it several times. The Romans got currency and sometimes poly as well.
I guess it would be working like this: The program realizes a civ has been eliminated, generates a new civ for respawning and adds starting techs. At this moment the GL-christmas-effect kicks in and the Great Librarian gets his presents right away, even before the program checks if the civ has to be respawned.
