Restrict Resources by Latitude and/or Longitude

Is it possible to restrict resource appearance by longitude and /or latitude? That way rice doesn't show up almost in the Arctic just because there is a grassland there.

It's possible however, to override this from python/map script - i don't think many scripts do, but some might.
