Revolution Meter for Civ 7 (or a Mod idea)

Empires rose and fell throughout history. Yet Civilization gameplay focuses primarily in empire building. Once the empire builds up, the game has hardly any checks to control the expansion. This idea attempts to add a challenge to big empire.

The Revolution Meter can go up depending on many things.
  • New Research/Culture techs discovered (especially controversial ones)
  • New Gov't / Frequent changes to social policies
  • Build new cities above threshold X (depends on era, policies)
  • Low loyalty in cities
  • Multiple religions
  • War weariness
  • Spy activities (spreading propaganda in rivals)
  • Dark Age
It can go down:
  • Slowly by time
  • Build new cities below threshold Y (depends on era, policies)
  • Founded religion and only one religion in your land
  • Strong military
  • Golden Age/Heroic Age
What happened in a Revolution? In a small empire, barbarian units spawn. In a big empire, new city-states or a completely new civs breaks away from the fringe cities (plus barbarian units spawn in the empire). While in a Revolution, the meter resets and the civ cannot enter a new Revolution.

The civ then is given a mission to defeat all spawned units and/or reclaim all lost territories in a given time. If successful, then the civilization enters a Heroic Age with temporary boosts in Research, Culture, Production and Commerce. The worse the revolution, the higher the boost.
 
The problem with such mechanics is that the game is still based on cities. So, either you're a good enough player to avoid it completely, either you're new to the series and it can frustrate you a lot.

No, the way to go is making revolutions, states collapses more or less unavoidable and cyclic. I thought about a percentage of chances of collapse depending on how many Coercion Points you have compared to a threshold. A first threshold appears at the foundation of your first city/state.

And civ collapse not being that much crippling. You could still continue to play with no cities, with your population points throughout the map. You could even choose to play barbarians. See more in the link of my signature.
