I'd say 4 civ at the start:
-Upper-Canada (later Ontario)
-Lower-Canada (Later Quebec)
-New-Brunswick
-Nova-Scotia
In 1867, the canadian civ spawn at Ottawa, and have Ottowa as it's only city. Make Ottawa a monster city(lot of production) and make all civs vassalise to Canada. It will demand a lot of ressources and tribute. Maybe one of the way to win should be to end our vassalisation to Canada. The player would then have to fight Canada and all it's vassals.
Maybe add as unplayable civ England(who starts in Newfoundland) and the USA.
