saw this asked a few times already, and maybe not the exact place to post this, but in case no one is looking in the civ4 creating-utility forums here is a utility that you can use to convert bmp images into civ maps:

essentially, you start off with a image editing program to make your map, then convert it to a WBS civ4 save, then open it in worldbuilder and save it as a civ5 map.
maybe rhye or someone else will come up with a version for civ5, but until then this works just as fine
only thing i've noticed so far is it will create grassland tiles and place jungles on top, where now only plains accept these
