In a game where there are mandatory wars... it's hard to manage! Besides in the Civilopedia it says there is no WW for all of the Government types.

I found that with the smaller map (and with some happiness generating improvements I added) treasuries were too easy to balance. To tweak it, I added low war weariness (so you better destroy Carthage as quick as you can!) and some higher corruption.

I've played the scenario through several times now, and you'll find that as you develop your empire - with luxury resources, improvements, more income, etc. - and defeat Carhtage, it's not a problem at all.

I will look into the civlopedia however, I thought I had brough all of the government entries up to date with the changes I had made in the editor.
 
After 20 turns I had minor negative effects, imagine what would be like after a long war?

I have found that - with the regular C3C "Rise of Rome" - defeating Chartage usually means a strong and big Empire but with low chances of winning the game! So my intentions were not to fully destroy Chartage, but to reduce it's power.

Off course, even though similar to the original in many aspects, this is a different scenario so things might be different.

Maybe you could leave ONE type of Government without WW? At least there would be a choice.
 
I disagree, leave it on. In real life Rome didnt reduce Carthages power, they destroyed it utterly. At the start of the 3rd Punic War Carthage was crippled, it was no danger to Rome and they still forced Carthage to disband her Army, laid seige and tore it to the Ground. Carthages utter destruction was pushed for in the Senate, it was an obsession to some. So look at it that way. The WW is influential senators getting up and saying "Dellenda Carthago Est" (or something like that). Ignore them and let Carthage live and they will cause trouble.....
 
I didnt have a problem with the war weariness because I just had the governor manage the happiness of every town, and it was fine.

I didn't have any WW problems either. Just keep the population happy with troops and luxuries and change the gov type when option presents itself.

Carthage wasn't even that high up on my hit list. I took norther europe, the british isles and spain before i hopped over to africa and took them out. With the exception of retaking the three islands of the coast of Italy which was the first thing I did.
 
Great game, I played it about a week ago as Rome and it went great. Hit domination victory at about 35 AD, and I owned all of the Western Empire except Britain, and I was making head-way into the Asia-minor when I hit victory. I prefer this one to the Conquests ROR.

I might play again as Carthrage, or a barbarian civ.
