Road / Railroad suggestion

Right now it is the best to build roads and railroads everywhere, because they create commerce and cost nothing to maintain.

How about maintenance and commerce created on HOW MUCH used the road is?

A road on mountains would cost a lot of money, but if they connect a port and the capital e.g., it would also create a lot of commerce.

The problem is that Civ3 only has 1-2 commerce boni, so this is a bit hard to implement.

If it is not possible, I would suggest maintenance for road and railroads and limited movement on railroads. They are just too powerful, and I think not the whole map should have railroads everywhere.
 
My thoughts...

I'd say that there should be no costs for roads and a player should receive all the commerce for them especially since there are basically roads everywhere in real life. However, I'd say that rail roads all cost a certain, high maintenance thus causing a civ to only build railroads to connect their major cities. If this maintenance is not placed on railroads, then movement should be cut to about 7 tiles.
