If a road connecting two or more of my Cities passes within a tile of another civilizations border and that Civilization builds a road on it's border,the road then connects to my road.Does the other Civilization then get the benefits of my luxuries and Colonies etc.

No, it doesn't. Unless you trade them your luxuries and resources, they won't get them. However, that road can be used to trade with them if it connects to their capital, so there's no harm in it.
