Im working on a rokugan/l5r mod right now. Ive already got all the major clans with unique traits and special units. I want to add the shadowlands into the mod but i cant figure out how to get it right. Im thinking either a new civ preferably but im not oppsed to using barbarians instead if i need to. The problem im having is that i want to use nuclear fallout to simulate the shadowlands taint. If i make a unit to spread it though how does the shadowlands civ build improvements without clearing it off (defeating the point). Any help on this part would be great.
 
I'm not good at modding, but could you make a "Shadowlands worker" who can build a set of Shadowlands improvements that can be built on fallout but are otherwise normal?
