rules.txt, city.txt question

hello, this is my first post, so i don't know if this has come up yet or not, sorry if it has.
i was looking thru the rules.txt file and i noticed that there were entries for Arab and Inca civilizations. I found that they were also listed in the city.txt file. is there a way to play as one of those civilizations in the game?

The Incas and Arabs can be substituted in place of an existing civ.The changes that need to be done are in the rules.txt.You'll find Atawalpa and Saladin.You switch these with existing leaders positions.Do the same with tribes.You can make up your own as well....like Pierre Trudeau of the Canadians... then make the changes to the city.txt for whichever civ you switching.I don't think anything needs be done to Inca and Arab cities list....you'll know when you found your 1st.

Why are there?
Maybe at one time it was going have more civs?
Maybe they just wanted to give some material for customizing?
