Rush Wonders

i think this is a bug. in the game, if you have a rushing civic, you can rush great wonders.

Not a bug, you are meant to be able to rush wonders. However, this is still limited. Only wonders that are buildings, such as the Pyramids and the Hagia Sophia can be rushed. Projects, like the Apollo Program, cannot be rushed.

Im in too minds over whether this should be doable or not

I remember you could rush any wonder in Civ2, then it was removed in Civ3

Even though, as I always end up being extremely rich, this is another advantage for me I suppose...
