The Domestic Ministry Highly Recommends the Rushing of the Hispalis Temple. I believe that the image makes the case clear.

I agree with rushing the Hispalis temple. We definately need a strong cultural front for out border cities.
 
Agree with rushing in Hispalis just because I want that Furs :). Its quite expensive so we could wait few turns. We'll also need money for upgrades...

That's why we should go for Invention and LW. This would take a huge burden off our treasury. I would wait til the cost is under 90 gold before we rush that temple. Getting that fur will help very much with our happiness, coupled with the marketplace bonus. My view is patience with the rushing, no need to worry. :)
 
What about upgrades? It's 80g to upgrade a horse to a samurai...
 
Well it's nice to know that everyone wants me ;) , but if we want to upgrade our Samurai, can we afford to rush a Temple at the moment? My first thought was no and I nearly posted to that effect. With 231 gold and currently +61gpt it will take 11 turns before we can upgrade our 11 Horsemen. That's one turn longer than we can research Engineering without going into a gpt deficit, so if we're going to wait for Leonardo’s to reduce that cost we've got a long wait for our upgrades. If we rush the Hispalis Temple first, the upgrade is delayed for a further 2 turns.

Then I looked at what a 2 turn delay really meant to the number of Horsemen we could upgrade, assuming we continued to make 61gpt and upgraded the Horsemen as soon as the gold was available. I realised that if we rushed the Temple first, at any time up to turn 13, we would have 1 or 2 Samurai fewer than if we upgraded first (see barchart). 1 or 2 Samurai could make the difference between winning or losing. But we are strong now and have lots of Swordsmen that can continue to take the strain for a while, so I think for the sake of 1 or 2 Samurai less, I’ll go for the Temple and get those Furs.

Not only that, my dear VP, but none of you have found the argument that seals the deal in my opinion.

The Iros have Cultural Influence over the City itself.

Refer back to the Attached Image, and you will see that Cattaragus has a Cutural "Strength" of 3. Putting Hispalis just within Range.

So, if we don't get that Temple soon, we risk losing Hispalis to a Culture Flip.
 
The flip chance of Hispalis is currently 0.087%. 4 turns after rushing the temple, the flip chance would lower to approximately 0.03% (this assumes the garrison remains at 2). Note that the borders of Cattaraugus are unlikely to change other than that one nearby tile at cultural distance 3 until it is captured. Rushing the temple would also allow Hispalis to work a floodplain tile, a desert tile, a hill tile, a grassland tile with fur, and 3 sea tiles. Note that Hispalis has 92% corruption and needs a courthouse to be able to produce more than one shield (or maybe planting a forest on that grassland tile or something would allow 2 spt).

Therefore, I believe the furs are the primary reason for the rush. The cost is indirectly less than it seems, since it will free up garrisoned troops, and avoid the use of specialists and the lux slider. I think waiting a little while to rush the temple would be okay. A possible plan would be to upgrade first, then rush the temple when it's cheaper. Or we could build LW as classical_hero suggests, delaying the upgrades (I don't want to delay them for that long, however). The impact of the furs would be felt immediately, however. I wonder it could put any cities into WLTKD? Immo, Zojoji, Regent Town, and Corrino (Regent Town and Corrino would grow to 6 by the time the furs were in our culture), perhaps?
 
It's only at .087%, even though Hispalis itself is under Cat's Cultural Shadow? (plus 4 out of the "First 8" Squares)

I would've thought that so many squares under the "Cultural Shadow" were more significant in the Flip Risk.

I guess that's why Swazi hasn't flipped just yet...
