Saving/Storing production

since you can convert :hammers: to :science: and :culture: why not be able to save production instead? This would be great for cities that need all the production they can spare to be able to store :hammers: for once a tech that allows the construction of a new unit/building to be researched
 
Well i think what would be idea would be to split hammers into....

Production (man power can't be saved or moved...) and
Material (can be saved and moved around)

I find it odd that lumberyards/mines give production... sure materials but not production
workshops and factories should give the production(man power)
