All units in the game have one unit technology permit or one unit construction permit attached to them, which dictates whether or not a civilizaiton can build or heal that unit
- For most units of the game, the unit technology permit is unlocked only by technology, it works the same way as earlier civ entries
- For most non-combat units of the game, the unit technology permit will not expire
- For most combat units of the game, the unit technology permit will only expire if you get a unit technology permit of its upgrade through technology unlock
- If the unit technology permit expires, you cannot heal that kind of unit. After ten turns, its combat strenght and overall HP will decay by one per turn, until it is 85% of the original combat strenght and HP.
- However, you can use the option "cannibalise" to heal +10 HP to every other unit of the same type on the map, provided they were built in the same city
Starting with the Exploration Era, certain military units are not built by merely having researched the technology associated with them, you also have to build one unit construction permit project in your cities. Upon completion, the unit construction permit project will also grant one copy of that unit
- Starting at the modern era, the unit construction permit project becomes avaliable again if the unit construction permit expires
- Starting at the modern era, unit construction permits lasts 50 turns. The permit can be renewable for max of 30 turns if you build the same unit in any of your cities.
- If you build the unit construction permit project in the same city which the same project was built before, you get a 40% production discount . You can consume a copy of that unit or a relic of the same unit with the option "reverse engineer" to get another one-time 40% production discount
- The option "cannibalise" for units which require a unit construction permit project will also grant one relic of that unit type
- That relic can be stored into a castle or museum with one free slot, if you use the option "cannibalise" within the borders of that city
- Cannot have more than one unit relic of each unit type
- Once the unit construction permit project is built again, units whose combat strenght and overall HP have decayed, can have its original status restored with the option "refurbishment"
- A refurbished unit can be sent to combat like any other unit, or it can be consumed and turned into a relic, providing an one-time temporary culture bonus for ten turns
- The relic of a refurbished unit can be consumed for an one-time 90% production discount of that unit
- Spies can be sent to investigate unit relics from other civilisations, scattered on the map or stored in museums, those grant an one-time 40% production discount if it's the first time you're building the unit construction permit
- If the unit relics are underwater, a submarine unit class needs to be assigned for the spying mission
- If the unit relics are in a land tile but not in a district, a scout unit class needs to be assigned for the spying mission
