Scenario- auto-defeat? Help!

Hey. I am making a scenario (not sure if I am going to release it) and I have a problem. I deleted three civs and replaced them, but in the same spots the previous ones are. I removed them from their spots in WB and put them in the correct locations, with the standard units, and unrevealed the previous location, but when I save the WB and play them, I get an auto-defeat. This probably stems from having no cities. Can someone help me?

Plus.... how do I delete contact with previous civs in their former locations? Like, I put, for convenience, the Tupi 3 spaces south of Rome, and then moved them (eastern Brazil, if anyone cares) , but I can't stop them having contact with Italy. Anyone help?
 
I'm not sure if contact can be changed within the WB. If it can be done, maybe somebody else can show you. Otherwise, you can change it by editing a backup of the WB file with a text editor. It's in the team section and looks something like this - "ContactWithTeam=0". You should be able to tell which player is on which team by looking at the player sections.
 
Have you tried all civs or only few? I mean does the "auto-defeat" happen with only few civ? If with only few you could start with another civ that doesn't crash and go to worldbuilder and check does the civ that crashes have cities.
 
Okay. The classic Earth 18 has the vanilla 18 civs (duh). However, I had made a scenario with Extra characters, such as the Apache, the Iroquois and the Tupi. I have a problem in which, when I worldbuilder the Iroquoi from their original location (Mali) and put them in their current location (New York State), I put a Settler and a Warrior, as usual. However, when I play as the Incans, to test it, the Iroquoi instantly die. This can only be remedied by giving them a city at the start, but I want the player to have a choice. Should I post the scenario, so you can understand? This occurs with the Tupi as well, but interestingly not the also-modded Apache.
