Scenario Leaders

Can someone tell me where to find the leaders that they use in the scenarios. I found the different units but cant find the leaders.

They don't use different leaders, they rename existing ones - except for EotSS

There was one scenario that used new leaders back in vanilla civ. The 1066 scenario that came with the Denmark pack had three new static leaders, found at assets/DLC/DLC_04/Scenarios/1066Scenario. The leader's screens are Conqueror_Scenario_Scene, Godwinson_Scenario_Scene and Hardrada_Scenario_Scene. Their icons can be loaded via this command: <IconAtlas>HARALD_LEADER_ATLAS</IconAtlas>, with the portrait index being 1 for Godwinson, 2 for Hardrada and 3 for William the Conqueror.
