This is more intended for future expansions or versions since we know GS will not work this way but I saw someone suggest that Writing should only be given if you meet a civilization that has discovered Writing already.
It would be interesting to take this idea even further and reflect that the retention of knowledge without writing or other recording is fragile. If you re-use the stockpiling idea that is used for strategic resources in GS you could require that in order to obtain a technology you would need to accumulate an amount of science but that science needs to be stockpiled in a storage house like a library and later the university.
This means to get later technologies you would need a certain amount of libraries and universities and that some technologies could even be lost if a library or other knowledge store gets pillaged. You would then have to re-accumulate that knowledge. The pillager would also not get all the beakers from pillaging but only a set amount based on what they can store themselves. A library destroyed by barbarians is a true loss.
There should be a baseline of knowledge dependent on the world era for knowledge disseminated into the mainstream so that you cannot literally be bombed back into the dark ages but the very latest technologies should be able to be lost based on the current stockpile.
Another advantage of this idea is in the late game you would have to build things like Data Centers in your neighbourhood districts to stockpile the massive amounts of data (beakers) that need to be accumulated in order to unlock modern or futuristic technologies. Public schools should also be brought back as a neighbourhood district and should increase your baseline of knowledge that cannot be lost due to pillaging of libaries and the like.
Individual genius could still be reflected by the fact that beakers from Eurekas are kept and need not be stored. Would make Eurekas more valuable.
