Science Spending Question

I CANNOT figure out how to change the science spending at all. In my cities it won;t change from 50%. What menu do i go to , what do i click on.......I feel foolish and can't figure it out, can someone walk me through this please?

I think its the F1 menu IIRC.

Been playing SMAC a little too much and its messing with my head....

F1 Button will take you to the Domestic Advisor Screen, there you will see your Income/Expence Chart and to the right you will see the slider for Science and Entertainment.

You could also enter it by looking in the upper left hand corner were there is a face and it will take you straight to the Domestic Advisor.

F1 it is. The Science/Lux tax sliders are on the upper right.

some mods have built in mazimums so prehaps thats what it is if for example you are playing DYP if not sorry.
