Doesn't Camouflage already cover that? Unless you mean you want another promotion which comes earlier and does the stuff you mentioned, but that would be redundant when Camouflage is still a thing.

No, I don't think so.With camouflage, Recon units are visible when enemy units are on an adjacent hex. My ask is this: a Recon unit on a jungle or forest tile remains invisible while an enemy unit is on an adjacent tile.

So... That means Recon units on jungles/forests become invincible? Except against nukes? How will enemy units be able to target units they can't see?

then limit thier ability to attack from a hidden position. no more hordes of scouts lurking in the jungle ready to take out army of tanks.

It would be an invincible wall that no one can move through.
