We hardly recognize this unless we play a game as Carthage, because, in most games, WHEEL usually comes earlier than COMPASS. So this seldom matters.
We already know we cannot see
mark for sea city connection(used to be sea trade route before BNW) until WHEEL. (I doubt if this is intended)
But question is whether sea city connection really works or not before WHEEL. I thought "yes"
for long time but recently what I found is "yes and no" - confusing 
.
Why yes? Income from city connection is alive. Also, Meritocracy works. (Can be tested with "Portugal Harbor test" file.)
Why no?
Some belief does not work (Messenger of the Gods). And its breakdown is deactivated on economy overview. (Can be tested with "Carthage UA test_F" file.)
Which is intended and which is bug?
Of course, all problems are removed as soon as WHEEL comes....
EDIT : I also want to see harbor graphic at Carthage coast city....
