Seaport Requirements?

In the help section it says that you must have at least one Sea Resource with fishing boats nearby in order to build a Seaport. I have mulitple cities with improved fishing spots with fishing boats, but only one city is allowed to build the sea port. Are you only allowed to have one sea port. All cities have harbors already.

You can definitely have more than 1 city with a seaport in it.

AFAIK, a city has to be on the coast and have an improved (with a fishing boat on it) fish/pearl/whale resource available to it. Maybe you have to actually be working the tile as well.

No.

I don't build harbors in all my coastal cities because sometimes it's just cheaper to connect by land. And also it gives that nice "getting there on damn time" bonus.
