Settings don't save

On Windows & Steam, main menu settings (e.g. tooltip time, intro video check box, founders palace check box) don't save after game is closed and reloaded. Anyone else have this issue?

I have a number of issues that seem to be related to local saving and I am thinking it might be because I installed it originally on a non-administrator windows account. Mods can delete. Will post more thorough thread if I can't fix it.
