Settings Problem

I have been playing CIV 4 recently, and have stumbled upon a problem, and can not figure out how to resolve it. When I go into custom game to create my own game, I am unable to adjust the difficulty. I played it once on noble level just to see what the difficulty would be like, and it is now as if it is locked on that level. I can adjust my own level, but not the AI levels. Please help, what do I do?
 
You probably did not notice it before but all of the AI are always set at Noble, no matter what your difficulty setting. Noble is the as-equal-as-it-gets setting, that is no advantages to either you or the AIs. As you move your difficulty to lower levels, you get advantages versus the AIs. As you move yours to higher levels, they get advantages versus you. However, their nominal level is always Noble. It can't be changed. That setting is only there so that if you make more than one of the players human, you can then change the difficulty for that player. If you change such a player back to an AI while in the Custom Game screen, the setting will revert to Noble.

In short, there is nothing wrong with your game. That is the way it is supposed to work.
