Settler improvement actions are not often discussed though they do fall under the Interior Ministry. Really for good reason, as it's micromanagement to the nth degree and something the President can easily take care of during the flow of his/her turn-taking.

However, I would like to step in on the settler actions near Spycatcher and Mpondo. I WISH I could do a screenshot here, but alas I've not mastered it yet. The screens in the "Department of governor's" thread are a bit old. They show Mpondo with two forests and there is only one there now. However, you can get an idea of where things stand.

The situation is this: all regular land tiles have been roaded and irrigated. There are two forest tiles on the island, and right now there is a settler on each one irrigating the trees away.

Now, each of the two cities is coastal and they overlap some as well thanks to the dopey Zulu city planner. Also, while Mpondo has a whale Spycatcher has a fish tile only. Those are the only two "specials" involved with the cities.

Well, since we're about to hit republic, we have to be careful about having enough shields. I would like to keep these two forest tiles, and even send rail through them eventually for a few extra shields.

Now, I understand if there are those who would rather have plains tiles there so we can have roads for trade and irrigate and later farm. However, I would still like to preserve the forests and use them when we need some extra production from these cities.

So the plan is to stop the irrigation unless others argue for it. These settlers will later be used for a new city and improving around that new city very soon (hopefully).

I agree with your assessment here. We will be needing as many shields as possible to make up for the cost of units and a forest will provide some. If we have a harbour in these cities then we can even consider replanting some forests should the shields drop too much. If we get down to two or three a turn then we ought to address this directly.

I definitely agree! I very rarely waste my settlers time with irrigating forests this early in the game. We need shields as well as trade. These are coastal cities so the trade should take care of itself. Keep the forests.

Agreed. Also if this is the same area where the English are then would it be a good idea to make sure the settlers are not next to the coast if the transport lands on the island(s)?

This is the same island that the English trireme is approaching - so this a good point that Dell is making.
