I guess this is debatable, but I find it highly annoying that that AIs will sometimes settle newly conquered lands while the cultural boundries are messed up.
For example, I might take 3 cities from an opponent and all 3 might be in resistance for an eternity, meaning there's potentially lots of open land between my established cultural border and the new cities until they stop resisting and build culture for few turns. At some point another AI might come along and plop down a city right between my other cities (in a less than ideal spot, of course, since with normal fat plus city spread nobody in their right mind would be that packedin).
The thing is, you don't go to war to free up real estate for other civs to expand on. You go to war to conquer territory for yourself. When this settler invasion happens you either have to put up with some opportunist loser jumping in on your spoils or you have go to war to remove their new gimp city.
It should be a diplomacy hit or an act of war to settle lands that someone has conquered...because there is no diplomacy mechanic in place for you to tell an AI, "hey bungwipe, if you plop a city down in the 3 open spaces between my border (and existing 15 cities) and my newly conquered city I'm going to remove your entire civ from the face of the planet in retaliation."
Great artists are a nice solution to this problem but it's not like any serious warmonger is going to have 5+ great artists handy every time they need to genocide an enemy civ or even take a city or two.
