Settling on Ice and Desert?

Now, I know that settling in the middle of an Icy maelstrom is not possible (and I don't want to) and that settling in the middle of an arid desert isn't the way to go either. However, I was wondering how one would go about settling in these places?
For the desert, is it that I need to link a road there so they can share the water and resources to thrive?
And for the Ice (not the impassable XD) how would I go about settling where Nuuk, Greenland is? It's impossible. Is there a certain technology? It's right near the water (I know that the water is probably frozen or something but) so I don't see the problem.

I did read somewhere about Jungles, Deserts and Snowy areas but I can't remember it! :(
 
Settling on desert and tundra is only allowed if it has fresh water. (i.e. a river, oasis or fresh water lake next to the city.) I'm not sure if the also counts for ice. It might be not allowed at all to build cities on ice.

This is to speed up the game. And to prevent the AI from settling those cities because they are usually on very terrible spots.
 
I thought this was possible because on the stability map it shows that the area of Nuuk you can settle on.
Ah, the fresh water hijinks doesn't work for ice. So... Nuuk is impossible to settle on...

Okay thanks. I just thought that since it did show a green collection of squares on Greenland I thought that Nuuk was okay.
