Shader Libraries Help

My brother install Civilization 4 (yesterday), today the game doesn't work. Everytime I try to play the game I get a message "Error loading shader libraries"

My brother trying to download the latest patch to try to get the game to run smoothly. Some how it doesn't work.

What should I do?

I think you need to update DirectX. Here's a link for you. DirectX Download
