In order to finish certain projects faster, you should be able to ship shields from one city to another. Up to half of the shields each turn can be shipped. The shields move along the roads three squares per turn. Only one city can ship shields to another city at one time. You could just tell the cities governor which city to send the materials to and for how long. If the 2 cities are connected by railroad they move instantly. Still haven't determined time for Airports and Harbors.

I think that the shields moved via airport should reach their destianation instantly, as if they were airlifted. Harbor-Harbor depends on what Meier decides to do with boats in Civ 4
